LAN Connection Problems?

This honestly doesnt even make sense to me but here is the situation.. My modem completely stopped responding.. no DS Light(Downstream) (Arris Telephony Modem), only power light on. I called cable provider and turned off PC.. I noticed almost immediately my modem lights came back on and went out when I turned the PC back on. Im hardwired with LAN connection.. Heres where I get suspicious.

Modem on, LAN to PC Unplugged, I speedtest 3.2 on my phone connected to wifi.
Modem on, LAN Connected tested .14 on both PC and Phone wifi
Modem on, Wifi Connected for PC and Phone, tested 3.2 on wifi


How is this even possible.. what could be causing it or is it just completely random?
My internet speed is normally around 20.2 so perhaps the modem is still messed up and just coincidence? Im confused lol

Yeah I thought the same thing since it seemed to work with PC disconnected.. though again the "working" speed is still much lower than usual. I did run SuperAntiSpyware and MalwareBytes but nothing more than typical adware tracking cookies to clean up
 
wait your modems lights are turning off? that sounds like a hardware issue somewhere. are you sure your network cable hasn't been cut or damaged in any way (power shorts which would cause modem to shut down for protection) could also be bad network card sending to much current over the line
