Plastic film blocking screw in an FSP Aurum S 400

Hi!

PSU model: FSP Aurum S 400 (AS-400)

When I tried put in the fourth screw into the bracket, I've discovered an awkward thing:

There is a film blocking the screw, when I put it in. If I force it, i can screw it tight, but the screw will push that film thingy inwards. I hope it won't touch anything. Shouldn't they put a hole on that?

What is the function of that film?

Solution
The non-conductive plastic sheet is used to prevent the bottom/circuit trace side of the circuit board from shorting out if were ever to come into contact with the metal shell.
