I change 59 hertz to 60 press apply and it goes back to 59

Why is this happening? my monitor is able to do 60 hertz. when I go to screen resolution > modes > 1680 by 1080 59 hertz to 1080 by 1080 60 hertz press apply. reopen and its back to 59.... why is this happning?
 
Solution
I edited my post above with an image. For real 59.9X vs 60. they are the same it is just the way they are labeling it(in my case the Nvidia control panel says 60 and Windows says 59.).
Do not worry it has something to do with 60 actually being 59.9something and something to do with rounding the number down to 59 instead of upto 60.

It is the same "60hz" that you have had in the past.

I am sure it has done this since Windows Vista was released.

Video control panels such as Nvidia or Amd should be able to change these settings but as Batguerra suggested, try setting it through Windows.

May need to install a driver for your monitor if Windows isnt properly detecting too.

What monitor is it and what video cable are you using?

I have the same issue. My games used to register as 60hx in the options, and one day out the blue, all the games only listed 59 or 59.94 as options. Nothing fixed it, including reinstalling OS, installing new OS on new HD etc, but on my other PC, I can still play games as "60hz" using the same monitor.
