High ping, 8 times higher than other people who are using the same connection

My computer currently has high ping. It is 8 times higher than normal ping.
Im suspecting that my computer is being infected with malware. However my windows defender cannot be turned on although the latest windows update has been done successfully.

I have tried done hijackthis and here is the result:

Yes you are almost definitely infected.

Lets try to restore it to a time when you thought it wasn't infected.

Click Start. Select the search box and type: system restore

Hit Enter.

You have two choices. Select Recommended Restore if your problems followed a recent and major program install, infection or Registry tweak.

Restore the system to the most recent time Windows worked without problems.

If that doesn't work, go back even further to a specific time by checking Choose a Different Restore Point. Click Next.

You'll be presented with a list of previous restore points, along with a description of the action or update that triggered it. If you want still more options, check Show More Restore Points. Select one. Generally, the most recent restore point is the best choice.

Select an acceptable restore point and click Next

When you're satisfied, click Finish.

A dialog box will pop up to ensure you really want to perform a system restore. It can’t be undone. If you're sure, click Yes. This starts your system restore.

NOTE: Don't mess with the keyboard or mouse or any attached hardware devices during this process.

The PC will restart and you'll see a series of messages while the restore completes. As always, your mileage will vary.

After the restore completes, log back into your account. (It could take up to 2 hours usually)

The problem has occurred since the earlier of this year. I have tried the system restore and the problem is still there. Trying to format my computer also, however it does not help. I checked the system restore just now, however the oldest one that i can find is 17th of January. I'm afraid that system restore cannot be done to solve this due to the format that i have done.

If you can, backup all necessary data (You pictures or whatever) to some external storage medium. Then re-install your OS (wiping all files).

If you don't have a Windows installation disk:

Remember the file is over 3GB's so you'll a storage medium capable to hold that.

Have you tried doing a full format, possibly that there is a virus hidding in what the system thinks is not being used, meaning the quick format wouldn't remove it. SO the full format should do some error checking etc as well. Once you go through all that and are sure that there is no virus we can start to troubleshoot your Network.
