Graphics Card, Blank Screen, Software Issue?

I had recently built my first computer and everything was working fine. I then moved the computer (which involved unplugging everything, etc.) Now the graphics card seems to be giving me trouble after I have set it up again. I pretty confident that no damage was done to it during transportation.

Here are my computer specs:

Case: Corsair 500R Mid-Tower
Motherboard: Gigabyte GA-Z87X-UD3H
Processor: Intel Core i7-4770K
RAM: G.Skill Ripjaws Series 8GB (2x4GB)
GPU: XFX AMD Radeon HD 7970 GHz Edition 3GB
Hard Drives: Seagate 2TB Mechanical and Samsung EVO 250GB Solid State
PSU: Corsair 650W
CPU Fan: Thermaltake Frio
Case Fans: 3 120mm, 1 200mm
Disk Drive: ASUS Disk Drive
Lights: 2x12in Green Cathode Light Kit
OS: Windows 8.1

More detailed description of the problem:

My computer was working perfectly fine for weeks after I built it. I then moved it and set it back up again and it appears the graphics card/monitor/drivers/etc. are not working. When I plug the dual-link DVI (I think they call it VGA, but I think it’s really DVI) into the motherboard directly my computer and monitor works perfectly fine with the onboard graphics. But the problem is that when I connect it to my graphics card it doesn’t work properly.

Here is what happens:

I can get my computer to go to the BIOS (I think they call it UEFI) when starting up with the cable plugged into the graphics card. When I exit the BIOS, I see the Windows logo with the spinning dots meaning that it is loading. Then it goes to the screen where I type in my password (sometimes only it seems like). After I type in my password the screen goes blank.

What I mean by blank is that the monitor is lit up and says it has a DVI connection. For your information, when I turn my monitor on and don’t have the DVI connected, the screen goes black (no light), whereas by blank I mean it is lit up, but black.

I believe this pretty much narrows it down to the motherboard (but it works with onboard graphics!?), the graphics card (the fans spin and it gets warm), or software. My gut feeling is software, but that’s just a feeling.

Steps that I have taken to try and fix the problem, but didn’t work:

Moving the graphics card to a different PCI slot
Trying both DVI outs on the graphics card
Resetting the MoBo by removing the battery (I’m pretty sure I did this correctly because when I restarted it, it prompted whether to use the default or custom settings [I chose default])
Restarting it multiple times to make sure it wasn’t just a fluke
Completely uninstalled GPU drivers, and reinstalled the latest AMD Catalyst drivers (It’s a possibility I did this wrong?)

I also do not have any restore points because I must have accidentally disabled it when setting it up (my luck!), so that is not an option.

Last attempts:
It seems some other people have had this issue or something similar before, I tried some of the things they did:

My computer works fine through the graphics card in safe mode.
I disabled both the onboard and graphics card in the device manager while in safe mode.
Now when I normally start my computer it works (plugged into graphics card), but the graphics are really bad.

Not sure I over or under explained some things, but I feel like I’m running out of options. Any help would be appreciated.

P.S. Since I feel it may be a software issue, would completely reinstalling windows and all driver fix the issue if worse came to worse? And this is my first time on the forum please move if I put it in the wrong place or did it incorrectly. Thanks!
 
Sounds like you might have either damaged the HDD or the OS on the HDD. If you have a windows OS CD try to boot from that. Since you can get a display, which I'm assuming is in a resolution that is normal when your gpu is working, it doesn't seem to be the gpu or driver. Also reseat your RAM as moving a PC can dislodge any connection. Double check all your connections.

Thanks for the reply. I have tried all the connections including the RAM. My hard drives seem to be working fine as my computer completely works minus the graphics card using onboard graphics.

I just completely reinstalled the OS and driver and the card still doesn't work.

I tried other version of the driver to no avail.

I think possibilities are:
PCIe slot (although I have tried all of them)
Graphics Card
PSU (maybe it's not getting enough power, but I doubt it)

I am thinking about sending the card back to XFX to see if they determine it to be broken? Does this sound like the next step?

P.S. My computer boots and I see very low quality graphics, but work like normal when I have DVI plugged into graphics card in safe mode.
