It all depends on the CPU...some chips can hit 4.8 on 1.42ish others can take up to 1.5.
Assuming you have a decent 990FX MoBo. Try 1.48@4.7 and see if it's stable running Prime 95....make sure you are using core-temp or HWmonitor to see if your temps are within range. 62 is the absolute max for an 8350 for everyday use but don't be afraid to hit mid 60's while prime stress testing.

If everything goes well try backing off the voltage(maybe to 1.45) and testing again. It's all about finding the correct methodology that you feel comfortable. You want to pass a stress test with the lowest possible voltage for that specific clock then bump up if you want a higher overclock.

What voltage you'd reccomend? I have a watercooler, Corsair H100i and temp is always low, like now is 30 degree, since I donwclocked to 4.7.

Which test in prime 95, Blend or Small FFT's.

I'd go small...it tests the CPU with just a bit of ram.
Try large and blend afterward if you want to make sure your whole system is running well(RAM).
If you pass small and not large then you may have a ram problem.
