Laptop not working Properly... help !!

I have a Laptop with very low specs : Dell Vostro 1015 Laptop : Intel Celeron 900 @ 2.2Ghz w/ 1GB DDR2 RAM + 160GB Seagate Momentus 5400.6 HDD.
Now, I will be buying a new PC in about 1 month and I don't have Money to buy an SSD.
Problem : My Laptop running W8 Pro now starts in about 20 to 25 seconds with many programs installed on HDD but not on Boot up. Where as It used to start up in 9 seconds when cleanly installed. Also, When I open Chrome, It takes about 10 to 15 seconds. And the system hangs for about 1 minute always.
I will be transferring my HDD to my New PC. (FX8350 + 4GB DDR3 + HD 7750 + ASUS M5A78M-LX-V2).
So, the speeds of my new system will remain as the same of now ? or will it improve ???
Like boot time to 10secs and programs load times. because the new system have better specs ???? Please help me out.

Honestly I do not see that being the issue.

Download CCleaner. Allow it to delete all of your temp files and clear all your messed up registry files. Disk Defrag as well if you have not scheduled your laptop to do that already.
You're going to have to start fresh no matter what. Putting a hard drive into a new system isn't a good idea because the hardware will be completely different and the OS will not run properly. Also, your computer is probably running slower due to the buildup of data over time.

A clean installation on the new system will probably get you all that you're looking for.

For starters, run virus scans to clean off anything (viruses greatly decrease performance). Then, make sure your HDD isn't full. Windows needs 15% free space to perform its functions. To check this, just open Windows Explorer and click on Computer. The C: drive is what you need to be not full.

Moving your HDD to a system with more RAM and a faster processor will definitely increase the speeds at which things load and such.

Out of 160GB of my Drive, Less than 60GB is Used Space.

Well, Thanks for that suggestion. It's saving many bucks for me. Now here's the full list of what I do on my PC:
Lots of Web Surfing, You Tube, Very Light Gaming (mostly an hour a week), Photoshop (Light), Visual Basic (Moderate), Programming (Java, Turbo C), Auto CAD(Light) (May be heavy in future). Just this much.
Decided PC specs for new PC : FX 8350 + 4GB DDR3 + M5A78M-LX-V2 + Seagate 160GB HDD (my current drive).
Will that PC be fast ?? Will I face any lag or stutter or slowdown of my PC ???? Is that system good ???

Yes. You will face a crap ton of lag just based on the 4gb of ram... 8gb is pretty much a must have now a days.

Also as far as AMD stuff is concerned. I am an AMD fanboy and everything but be warned I have heard they will be dropping fm3+ support aka the FX line at some point. Personally I would lower the CPU to the fx6300 and then go with the 8gb of ram unless you want to lower to a different fx8xxx processer.
