GPU Upgrade $700

Upgrading GPU' I had a 660TI and then a 770 4GB 770 Only Last 3 Months, I was debating another 770 but it uses the old chipset My budget is around $700
System Specs; Gigabyte EVGA 1300W Gold Rated PSU,Z87-OC Mobo with haswell 4770k 4.5Ghz, 32GB G.Skill 1877 DDR3 , 250GB Samsung SSD,2TB WesternDigital HDD, BenQ 144Hz 2420TE.
Single Monitor Setup Looking to Get Highest In game FPS For gaming. Mostly Play CS-Global Offensive (occasionally will stream and potentially will stream with 2nd Monitor. But as of right now I would Like Highest FPS CSGO has no FPS_max up to 999 , I Would rather a GPU be overkill and provide top FPS with the option for easy upgrade instead of getting a 770 again and have it blow out from mild overclock, also with potential of easy upgrade in few years. Should I look for a GTX 690 Or 780TI (if I can find either in my price range) I currently Am using my old 660TI but I did not think running 660TI In dual SLI would be better than a Higher end single GPU For CSGO or potentially switch to ATI? any and all input would be greatly appreciated thank you.

For $700, the GTX 780Ti cannot be beat. However, if you want to save a whole lot of money, the GTX 760 will actually be sufficient for your needs, and the difference between the Ti and the regular 780 will hardly be noticeable with what you play. What you aught to ask yourself is, is it worth another $450 just for bragging rights? 'Cause anything past the 760 is hardly going to affect how the game plays.

thats what i Was just wondering if I was going to just go for a 780 If a 290 would outperform that typical resolutions are just at 1080p 1920 x1080 but I had heard ati had several screen tearing issues with certain games specifically CSGlobal offensive and the 770 I think was sufficient although As I said instead of rebuying something that gave out on me I would like to upgrade and have new chipset especially for future upgrades etc
