Both of the cards are PowerColor TurboDuo OC Editions.

CPU: i5-2400 @3.10 GhZ
MOBO: MSI H61M-P23
PSU: Looking to buy a Thermaltake Litepower 600W Black Edition

Mainly looking to play Games on Ultra like BF4, Crysis 3, etc. FPS I'm looking for is above 30.

Haha. Haha. Ha.

Depending on your resolution, at or over 1080p you will need at least a GTX 770 or R9 280X to play any of those games on ultra at a playable rate (i.e. over 30fps). Anything under that the minimum I can recommend is an R9 270 or a GTX 760.

However, since your budget probably prevents you from getting those cards, between the two you're probably better off with the R7 260X. Exact same chip but slightly faster clocks. Also, more RAM, but you won't be using it, anyway, so that doesn't really matter.

Oh I'm not playing at 1080p guys. My res is 1366x768. And my budget only allows me to choose from those 2 cards since I will be buying a new PSU also.

Still probably won't be able to pull of Ultra, sorry. Still, the R7 260X is probably the better choice.

And what if the R7 260X isnt a turboDuo version? Will it still beat the HD7790?
