Graphic card problem

I had an old card 8400 gs. I sold it and with the money i bought a new card from ebay Geforce 220. The problem is when i insert the card in the slot and when i boot it will not boot only a black screen not even p.o.s.t. After that i with the card in but i connect the vga to the onboard still the same problem. Is the graphic card the problem or the pci e slot?
 
Solution
Well there are two things you can do. You can either plug your card into another computer, or simply test your pcie slot by plugging in a second pcie device (i.e. a sound card, wifi pcie card etc).

Take the graphics card out, connect the cable to onboard graphics. WHen it switches on, on the boot setup make sure to set the graphics to the PCI-e slot then place your graphics card and connect the cable and then try it. If it doesn't work then take CMOS battery out, wait ten seconds then put it in then try it.

It will boot correctly without card in slot.. but if the card in slot and the vga is connected to onboard it will not boot

Have you tried every Pcie slot on your mobo?

What do you mean by 'missing cells'?

EDIT: Do you mean that some of the capacitors are missing?

Yeah today i know they are called electronic capacitors

In that case I'm afraid the card is as good as dead. It is possible to replace them, but it does require buying new ones and soldering them on to the card. If I were you, see if you can get a refund form the seller, if not, I'm afraid you're going to have to chuck the card and start again.
