No one can really answer that because the game isn't out yet. It also depends on too many variables. Of course you can get a steady frame rate, but it depends on your settings and resolution.

You're not going to build a PC that will play The Witcher 3 on high settings at a decent resolution for $500. But the XBone version won't be anywhere close to the The Witcher 3 at high settings either so take that for what it's worth.

The 3570K is much stronger than the X4-964.
The GTX560 is slightly stronger than the 7770.
The second build is better.

But, the GTX560 needs more than a 430w psu.
I might suggest a cheaper i5-3350P and a stronger GTX650ti which would still work with your 430w psu.

Any adjustments that I could make that would make either build better? Will the second build play Skyrim on Ultra with mods?
