computer wont turn back on after power cut

My power went out in my house and when it came back on I started up my computer which and it worked, I played a game which then crashed multiple times and i got a notification pop up saying something about nvidia driver but can't remember what it said. I thought that maybe i just needed a restart so i restarted my computer.

When my computer tried to restart it would not post properly I got 1 long beep followed by 3 short beeps. This is a ram or video issue for my motherboard.

things i have tried:

I have turned everything off unplugged and just reconnected the power lead only tried that same post beep. I then tried with also the hdmi cable plugged into 2 different monitors, i also tried a vga cable. Both the monitors just display no signal detected with the same post beeps.

I have taken out the battery on the motherboard to try reset the bios settings and reinserted it this didn't change anything.

I took out my video card and then put it back in. again no different result.

I took out the ram one by one again no effect.

After reading some forums I have heard that it may be a problem with my psu because it can still give enough power/voltage to keep everything on and fans running but may not be giving out enough or may be faulty. Maybe due to a spike due to the power cut.

It might also be a problem with my graphics card.

My pc specs are:
cpu: i5 2500k 3.3ghz
graphics card: gtx 560ti
psu: corsair 550 watts energy efficient.
ram: 8gb kingston
hard drive: 500gb western digital.
os: windows
Also on the motherboard it has surge protection written on it.

I think you should try these options to make sure if you have a bad GPU or a bad motherboard slot:

1- If you have an older graphics card you could also try installing that in your PC to see if it works. If the monitor recieves a signal. Then go into the UEFI and under the advanced tab, select "System Agent Configuration" and make sure the "Initiate Graphic Adapter" is set to "PEG"

2- Try putting the GPU in the second PCIe slot (The black one on the motherboard) and see if you get a signal, It might be a bad slot.

2- If that doesn't work, you should try The 560Ti in a different chassis to see if it works.
