I would like an office PC to run Windows 8.1, and be able to handle everyday/somewhat intense program use. It needs to have an optical drive, but only for CD and DVD. I need something small, case wise, and low profile, if possible black. Cooling is also important to me. I was looking at AMDs APUs because of the integrated graphics, but I am willing to go intel or AMD. Fan noise doesn't bother me much, but my family can get pretty annoyed. I would like to spend 500 in all, including the OS.
