Gaming PC India(Budget 40k-43k) or(640$-690$)

Hey guys, I am Abhinav from India, currently a resident of Delhi.
I am planning on upgrading my PC, the one I currently have is about to die.

So here is what I DONT need -
1)Keyboard
2)Mouse
3)Display Screen
4)Speakers
5)OC- well only in my dreams

and apart from these pretty much everythig.
My specific activities from highest to lowest priority are somewhat these
1)Gaming
2)Programming
3)A little bit of video editing
4)movies , music

Yes like a typical teen Gaming is my first priority. I am in kind of a fit right now cuz my current pc is as good as dead and has been in this state for the past year.

If you people could guide me as to what parts I should get keeping in mind the budget and my top priority(Gaming) I should be very grateful to you !!

I have the same doubt thought rig has a budget of 55k-60k
Also there is this site mdcomputers which is India based and caters to pc parts
Since alfonso lives in india( so do I, but in Gurgaon,) he could order the parts and hand a person 1000 bucks to assemble it in Nehru place, some of them evendo it for free.

add a 1000 and u can get a fx 8350( 8+cores good for engeneering)
add 3000, get a r9 270x/280x
or change the gpu to any amd workstation gpu which are good for gaming(source from tomshardware coming soon)

in case you are taking the suggestion of Shaurya, here is what you additionally need to plan for:

a) active CPU temperature management, which you need to add budget for
b) standard PSU, as the reference GPU will blow up the cheap ones, also adds to the budget

Would it affect me greatly if I used 2x4GB rams instead of a single 8GB.
