When GPU plugged in, computer does not boot

Hello Tom's Hardware.

I'm having an issue with my Sapphire HD 7950. It has two PCI-e connectors on it. When I plug into one of them, the computer boots and the fans spin (however I wont get any display because the card doesn't get power; it isn't recognized on the BIOS and I need to plug my monitor into the onboard memory).

If I plug the other one in, or both the computer won't start. I have tried this with two different power supplies. The power supply I use for my computer is a 1000 W Kingswin.

I think the graphics card is broken and is tripping the Over-Current Protection on the PSU. Does this sound correct?

insert your gpu into your motherboard in pcie 2.0 or 3.0(Make sure it is fitted properly). Now plug 2 6-pin pcie connectors to your graphics card like this:

Connect your monitor or screen cable(HDMI or DVI or Display Port) to your gpu.
Now,
unplug psu cable from psu. Reseat the CMOS battery. By removing it for atleast 5 mins and then reinstalling the CMOS battery. Plug the psu cable and start your pc.
