Far Cry 3 is really slow with 7870 Ghz.

It's not that it's laggy or stuttery. I just walk, run and shoot very slowly. I used to be able to run it fine. I tried tuning down settings which didn't work. I also tried to turn of DirectX 11 which didn't work either. The computer is around 1 month old and runs other games fine.

Here is the specific PSU. As for the temps here is a pic of those.

 
gpu must operate at almost max % load while playing with several cores of the cpu at 40-50% load else your system uderperforms, if those voltage readings are correct you have a faulty psu also gpu temps should be at 60-70c and cpu at 45-55c while playing

I think I messed up. Should I have recorded the temps while playing the game?
 
yes man but those voltages should be fixed on idle or under load like this http://www.cpuid.com/softwares/hwmonitor.html# if other games too are suddenly performing the same(very slowly) your psu maybe isdying. also see if your psu is making any shounds or its overheating

Well, I played Team Fortress 2 and it was lagging a lot. I asked if anyone else had the same problem and they said no. Just Cause 2 works perfectly fine though.

it turns out to be that exteme 2 series isnt such good psu http://www.hardwaresecrets.com/article/Cooler-Master-Extreme-2-475-W-Power-Supply-Review/1550 and the original extreme series wasnt good either, is considered a tier 4
Tier 4 - Not Recommend for stressful situations. May not be able to put out full rated power above room temperature, and may slightly fail to meet ATX specs.
Cooler Master eXtreme (only use 75% of labeled wattage)
