pc turns off after one second

my fans turn on for 1 second and turn off, we tried 2 different mobos we tried the asus m5a97 r2.0 and the m5apy le r2.0, the power supply should work we tried another one and they both work, is there some connector that has to in a certain orientation?

for some reason I could NOT use the 4pin fan port labled CPU_FAN Between CHA_FAN1 and CHA-FAN2 on the ASUS M5a97 r2.0, and I could never figure out why plugging ANY fan into that (CPU fan or not) would make it not work
