connect a router to an apartment's ethernet

I bought a router for my apartment and I am unable to connect to it, It is a wireless router and I'm trying to set it up by connecting two ethernet cables, one to my laptop the other to the ethernet jack in the wall of my apartment, I keep having issues, the latest one being the laptop can't "talk to the router but it's connected". I want to use it to connect to the apartment's free wifi and use the router as my own personal access point. That way there is less traffic and I was hoping it would clear up some of the lag when I play games online. Any help would be much appreciated.
 
Lets assume you can hook your PC to the wall jack and get internet without the router...if not you are likely wasting your time since you need that jack to have internet before you can hook a router to it.

I factory reset the router and start over. Generally you hook the PC to the router to configure it. So it should be a simple as setting the wan port to get a IP via DHCP. The only thing that may cause a issue is if the apartment building is using the same subnet as your router. You can always change the lan to some 10.x.x.x address and likely not overlap anyone.

What is confusing about your post is you talk about cabling to a wall jack and then talk about using "free wifi".
