A dvd rom is able to read windows 7 off the disc and install the OS right? i just want to make sure before i buy it and find out i need something else like a cd drive or something. i am not familiar with the names and types of drives.

ROM stands for read-only memory. That is, that drive can't burn DVDs. I suggest you get a burner instead, it should cost only a couple of bucks more and it's useful for backups.
