Internal Hard Drive Issue

I HAVE AN 60GB INTERNAL HARD DRIVE BUT IT'S ONLY GIVING ME 33.8GB
SEAGATE ST360020A
HOW CAN I GET ALL THE DRIVE BACK

That is strange... It is normal to loss a bit when it is formatted but that is to much.
Go into the control panel and open "Disk Management". Post a screenshot of that disk.

1. Right Click on My Computer either on the desktop or in the start menu.
2. Click Manage
3. Click on the Disk Management drop down

It should display all your installed drives and all of the partitions. Take a screen shot of this display and post it for us, this will allow us to better identify your issue.

You might also want to download SeaTools from the Seagate support site which I have included a link to below as we may need this later to test the drive health.

Ok I would use the Seatools download link I provided above and download the software. Perform a long drive self test on the drive that is causing the problems, let me know if it passed or failed the test. If it fails the test then you will need to perform a Chkdsk operation on the drive to attempt to repair and bad sectors. Is this drive particularly old? If the drive fails I will let you know how to do a Chkdsk on the drive.

OK.. I downloaded and burned the image file to a CD and booted PC.. (Seagate Seatools)
I tried this 3 times with the same message error
'Can't Open' Invalid Opcode .....

You said it was a image file. .img or .iso? Did you use a program to write it or did you copy and paste it?

You don't actually have to run Seatools from an ISO you can just install it on a computer with the hard drive attached to it and run the test. I would check the jumper settings as James recommended first though as that seems to fit your issue quite on the money.
