question about vsync and input lag

Why some games with vsync have no input lag when many people say that vsync always causes lag? Examples: batman arkham city and origin, bf 3 and 4, all blizzard games, dota 2.
If those games manages to do it then why others cant (lazy console ports?) and why bother using adaptive vsync?
 
I think some ppl misuses the word "lag" when referring to fps drop (a fps drop will make a user feel there's an input lag when actually the input had a response in the right time but the frames didn't show that at that time).

Vsync may cause a framerate drop, i.e. if your having 100fps with vsync on and your CPU/GPU aren't able to sustain it and drop to deliver 98fps, vsync will "pull" that down to the next synch-able level that would be 75fps, if then your CPU hits only 74fps vsync will drop it to 60 and so on...

There's where adaptive Vsync comes in, if I remember correctly it will turn vsync off instead of causing a high framerate drop and turn it on again when the system is achieving the desirable fps levels.
