It sounds more like either server throttling or throttling by your network provider. The MODEM really just works or doesn't it's not going to be involved in throttling.

You could try contacting your network provider. I also suggest monitoring a LARGE file while downloading with "Free Download Manager" on Firefox (install FLASHGOT as well).

So pick a large file (game, whatever) that's 1GB or more, make sure Free Download...
If you don't flat out have freezing or errors with your network, I suspect it's just that the servers aren't sending the data as quickly as you are capable of downloading it.

If you have a NETFLIX or other more reliable service see how well that works. If you can watch a show on Netflix without problems everything is likely fine.

However, a YOUTUBE video or other websites can vary a lot in how fast they allow you to download depending on server load.

The thing is that this affects all downloads. I will be downloading something at 5 MB/s and then suddenly it drops to like 1 MB/s for 1 - 3 minutes before shooting back up. This happens on just about every download. I've tried downloading random files from multiple sites and they all produce the same results.
