I'd make them blow the hot air out - hot air rises anyway so you might as well take advantage of that instead of fighting it.

Definitely OUT. Heat rises and you want your fans on top to blow that hot rising air out...not keep it in.

Make sure to check the direction of airflow of the fans before installation.
