i can't create new folder on desktop it will take administrative permission but we dont know ,how i get permmission to create

i m using window 7, when i make a new folder by the right click folder can not be created it want to take administrative permission , but i dont know how i can get administrative permission and when i create new folder on any other folder and i want to cut from this folder and paste on desktop again i got message to get administration permission and finaly i had more trouble to create new folder . please suggest the way which i create folder on desktop. Please

Firstly, make sure you are logged in as an account with administrative privileges.
Start > Control Panel > Change Account Type
You should see your account name here with 'Administrator' written underneath. If it says Standard User or Guest, this will most likely be your problem.
If it does say Administrator, take ownership of them using this guide going through this link: http://technet.microsoft.com/en-us/library/cc753659.aspx
Be sure to select "Replace owner on subcontainers and objects"
