try turn of/turn down anti-alias.
This should give you a higher framerate outcome.

What settings are you playing at? Like whitecat said, your PC is powerful enough to play this game very well.

So why am i getting terrible frames?

Please list your PSU.
Might be something running in the back forcing the game to use less resources which can cause frameratedrops.
There can be hundreds of reason.

possible reasons : overheating , psu watts are not enough , the video card is weak for the game

It shouldn't overheat, he got a 750w +80 gold which is way more than enough, and the GPU should be able to handle it at ultra.
My bets is currently that something is running in the background using resources.

Its your GPU but mainly the Arma 2 game engine. It performs bad an high end systems. I'm playing dayz SA on my rig (see sig) and I get similar frames.

You should be breezing through this game at high image quality. Can you check your GPU utilization with GPU-Z when playing the game?

So should i buy a new GPU?

No, your GPU should be able to handle it on ultra.

Just for fun, crank up the settings. As Mr Dobing said, it's not uncommon for older games to play bad on high end/newer hardware.

I drop more frames when doing this.

Updating drivers from stock, seeing if that helps.
