New build won't boot with HDMI as only output (inconsistently)

I build this HTPC last week:

HDMI to my TV has worked great on it, until I tried to reboot in that mode.

With HDMI and VGA both plugged into the GPU, it'll boot every time. BIOS and booting shows on monitor, then Windows will make the TV the primary at a certain point.

With ONLY HDMI plugged in then one of two things will happen:
1) It will show BIOS options (F2 for menu, for example) for two seconds, then black screen. At this point it will never progress, I've let it sit for 10 minutes.

2) Show BIOS options, then a Microsoft Corporation logo for a moment, then no-input screen, then black screen for a few seconds, then boots normally.

#2 (the good one) has only happened once so far, every other time it has been #1.

Pressing F2 on the keyboard to go into the BIOS will yield a perma-black screen when on HDMI normally. Works fine on VGA only or VGA+HDMI.

I have updated the BIOS to the latest version. It is set to make the GPU the primary output. I don't see any HDMI-related options in there. Can't find a BIOS manual online either.

Some more observations:

I enabled "IGPU Multi Monitor" in the BIOS and then booted up (both screens). I then unplugged the VGA and rebooted, which it did so successfully. At this point I thought maybe it was solved.
Then I did a full shutdown and cold boot, and now the TV will not even show the BIOS splash screen anymore.

I confirmed this: booted with both screens, unplugged VGA, rebooted with HDMI only. Success. Shut down, cold start, failure, no BIOS splash. Perma black screen.

Re-disabled IGPU Multi Monitor, and the behavior is the same as above. The one difference is that with IGPU Multi Monitor disabled, the BIOS Splash will appear on the HDMI.

I've decided that there is no inconsistency. The one successful boot I previously mentioned must have just been a reboot.

That's a fair point, but that's what they recommend for a "typical" system. I think my power needs are lower than average. PC Part Picker estimates system wattage at 198.

Either way, I reseated the GPU and now it seems to be working normally. Fingers crossed.
