You should follow SR-71 Blackbird's advice and get a good motherboard. Buying a better cooler is fine, but a newer PSU won't help with overclocking (unless yours is underpowered) and it will cost you more than $30. Spend the money on the better motherboard now and get the cooler once you can afford it. Then you'll be able to overclock and the motherboard will be able to handle the additional power requirements.
