Hello... Yes, and it is measured in Micro seconds, it takes you 300 milliseconds to blink... it also must be used to set your Motherboard and CPU for communication and Syncing them together.

It depends. Faster RAM (MHz) with looser timing (CL) can perform similarly to slower ram with tigher timing.
Can you provide more detail on what, exactly, you're trying to compare?
1600MHz CL9 is kind of the go-to speed for recent Intel.

Hello... Don't get into a Big Concern over Memory or timings with Your Computer...It only accounts to about 5-10% of a Computers performance #'s... If it works/Boots in your System for all your needs, Day after Day is all thats important... So Prices, Voltage, Quantty,and Warrenty are the main concern when considering a purchase.

Luckily it's nowhere near that much if they're close.

If there's a big savings on the CL10 then I'd do that but if it's a couple $'s I'd stick to CL9 (I realize it defies my statement that is doesn't really matter, but there you have it).
