CMD/REGEDIT DO not respond

Whenever I click on CMD or type REGEDIT in search box, the start menu does not respond. It will come up when I click on Start but won't let me choose anything.

There could be many problems that could cause this, from bad sectors on the hard drive to corrupted registry entries. you'll need to troubleshoot more and get more specific symptoms to get answers.

I've run chkdsk and no errors were found. I've also done a chkdsk /f from safe mode and it turned out ok. The command prompt comes up but when I right click and try to run it as an administrator, no window pops up

A simple chkdsk /f doesn't test the drive surface. Run a chkdsk /r and reboot.
