Im limited to a $450 budget and its pretty much a strict budget. I'm getting a mitx desktop and comes with 220W psu. Also will ddr3-1333 give me atleast 30fps in dolpin emulater
possibly but emulators work at half the speed of regular stuff so i would seriously suggest not doing 1333mhz

min i could suggest is this
clean of the stuff on the amd heatsink and use mx4 paste its better then the junk stock paste and should keep the cpu from overheating till you can get a better cooler

the build will allow you to upgrade further to when the a10 kaveri come out in 65w chips
reason im suggesting 65w chip only is itx have very poor airflow and 100w chips are like ovens if in a itx
windows 8 will support the apus cores better then windows 7 due to fact windows 7 is thick and doesnt understand modules which is what amd calls there packaging of cores
2 cores are in each module which windows 7 doesnt get and doesnt feed the cores properly
