How to Force Triple Buffer For Assassin's Creed IV

My fps in game has been getting capped at 20. in the menu it was at 30 but now has dropped to 20. in game it goes from 15-20. during cut scenes its capped at 60 fps. My specs are Windows 8.1 64-bit

AMD FX-8350
Vishera 32nm Technology
RAM
16.0GB Dual-Channel DDR3 @ 666MHz (9-9-9-24)
Motherboard
Gigabyte Technology Co., Ltd. GA-78LMT-USB3 (Socket M2)
Graphics
VX2250 SERIES (1920x1080@60Hz)
1023MB NVIDIA GeForce GTX 650 (ZOTAC International).
In game i have everything on high except for Physx which is off vsync i turned off. AA quality is on MSAA 2x. God rays Low. Ive read on forums and other posts to force enable triple buffering using a program called Riva tuner or D3Doverrider but they won't open on my pc. Can someone please assist on how to open the programs or an alternative that will help boost my fps without sacrificing the graphics quality?

I did but apparently for assassins creed IV (from what i read on other forums) that doesn't work for everyone. that the game still has it disabled even though i enabled it through the control panel.
