Very low FPS when playing games even in low quality

I have a Toshiba Satellite L855-12G with 8GB RAM. I am running Directx 11 and have checked the system requirements of games such as 'War Thunder' and 'Outlast'. I should be more than capable of running these games at optimal quality. Despite this, in 'Outlast' for example, I am struggling to even get 5 frames per second and that's just in the main menu. In 'War Thunder' I get between 12 and 18 frames per second on low quality. According to www.systemrequirementslab.com I should be able to run the game on at least high quality. I have checked that drivers are up to date and they are. Should I consider replacing my graphics card? Or is there anything else I can do? Any help would be greatly appreciated.

hi...you have a good gpu and I would recommend you to stick with it if you cannot afford a new GPU...the only thing that is distressing in this gpu is it has 600mhz core clock which is low for demanding dx11 games(http://www.gpuzoo.com/GPU-AMD/Radeon_HD_7670M_DDR3.html). If you can, try installing windows 7 32 bit and run those games...if the problem persists then don't play dx11 games, play dx10 games(which can run in feasible framerate at max settings) or dx9 games which will run in very good fps at max settings. Also try playing battlefield 3 in ur spec and give me the results ...if it runs fine then your gpu can play demanding dx11 games/
