Is this motherboard bios compatible with this CPU?

It's depends of your BIOS rev, there is chance for update. If you buying from shop ask them. If buying from amazon, will need cpu compatible with bios to do bios update.

With F9 you won't be able to update with that cpu, you will need F13 revision.

Your mobo will be able to see your cpu only if your bios revision is F13 or higher.
Your current bios revision is F9.
F9 is older than F13 so your mobo will not see your cpu. It wouldn't boot, will boot actually but will have no picture, and will not work.

The mobo and CPU have arrived and I have installed them.
The mobo is GA-990XA-UD3 rev 3.0 and it's bios version is FD
What is this and how do I change it to F13?
The CPU Boots and in the bios it shows that it sees it.
The CPU has a crazy high temp of 56°C

If you can boot, and see a BIOS menu, that is good. Now you need to download bios from manufacturers site. In mobos manual look procedure for updating bios. If you can put it on usb stick - good. Use rufus to create boot dos usb stick, put bios file on it and then follow procedure.

But BE EXTRA CAREFUL, IF YOU DON'T KNOW WHAT ARE YOU DOING YOU CAN CREATE BRICK FROM YOUR PC.
If you can ask your friend who have more experience than you.
