A few concrete questions about overclocking an i7 920

Greetings. Sorry if my english is a bit bad
I'm compiling all the info I can find in order to overclocking my i7 920 D0. My mobo is an ASUS P6x58D Premium and my RAM is 3x4gb G.Skill Ripjaws pc12800 1600mhz CL 9 9 9 24.
Don't want anything hardcore. 3,8ghz is my top. (It still has to long for years, I hope...)
I have it more or less clear, but I have some concrete doubts:

1) About the turbo: In my mobo, when I introduce whatever manual multiplier, the turbo option disappears from the list. So, Does this means that turbo is enabled? not enabled? depends on which was the last value before it disappeared?
Or maybe it depends on the multiplier I choose? I mean, if I choose x21 it takes for granted that turbo is enabled? Then, will it raise up x22 when just one core is working? (This is the way turbo works, right?. Can I take any risk if turbo emerges and raise the voltage I set in bios?

2) About power saving. I would like to keep power saving features, so when PC is in iddle, clock and volt are low, and when it's in full load it gives me 100% (3,8gh I hope...)
If I'm correct, there are 3 power saving settings, right?: C-State, SpeedStep and C1E. Should I activate all these 3 features? The point is to maintain clocks and voltages low at idle but rise up to 3.8ghz when it's needed.

I cannot answer about asus x58..as I have only an evga..wanna trade? :D

For power-saving ,leave speedstep on and c-states on auto.

To see if turbo is enabled..open Cpu-z and run like..Super Pi set to 1st-core affinity.
If you have set to 3.8 and it goes up to 4.0..you have turbo on.
