Best possible motherboard for high end budget system?

I'm building a system for Video Processing & Games. I've a limited budget. These are the specs I finalized so far:

1. Processor: AMD FX 8350 <-- Finalized! can't change!
2. RAM: 2x Corsair 4GB DDR3-1600 Memory stick <-- I didn't go for vengeance instead went for budget piece with same specs.
3. Motherboard: Asus M5A78L-M/USB3 <-- felt like budget fit without compromise is specs.

I'm confused a bit about the Motherboard. My RAM is 1600MHz but the specs of motherboard reads:

4 x DIMM, Max. 32GB, DDR3 2000(O.C.)/1866(O.C.)/1800(O.C.)/1600(O.C.)/1333/1066 MHz ECC, Non-ECC, Un-buffered Memory

What does that mean? Does it mean I need to overclock my RAM to get 1600Hz? I'm not clear about this.

Regarding the motherboard if you guys could suggest some good motherboard around same price range. I'd be appreciate that.

Another Question about power supply?

Should I go for a branded PSU like Corsair? or Because, I'm buying a UPS also, should I stick a cheap local made one. There is a huge price difference. (I'm from India. We get comparatively very cheap local made PSUs).

For example:
Corsair VS450 450 Watt PSU = 2200 Rupees
Zebronic Zeb 450W 450 Watts = 600 Rupees

If I'm purchasing an UPS would PSU matter that much?
