Low FPS with 780 TI

I have installed the latest graphics drivers for the GTX 780 TI. If you look at this guy's video, he averages 60 FPS. http://www.youtube.com/watch?v=cbPjOpulkQk

I have the same system as him, same i7 4820k and GTX 780 TI but I only average 27 FPS. So what's the problem? I know he overclocked his CPU but I don't think that would make my 27 jump to 60...

Here are my additional log benchmarked by FRAPS:
2014-01-28 20:06:28 - arma3
Frames: 18411 - Time: 668797ms - Avg: 27.529 - Min: 8 - Max: 61

this guy's got just a 780 and has more fps than me..

I think its just the unlucky case of receiving a Faulty Card. A way i checked to see if My card was faulty was by running the Unigine Heaven 4.0 Benchmark.. i Got half the score everyone else was getting with the same card.

give it a try, it's free to download.. you should score about 1600+ , if its a significant amount lower then i would say it is faulty. Just ask for an exchange and explain what's going on

I am no expert on ARMA 3 but in ARMA 2 and Day Z i know that FPS is very very very CPU bound.
Also it is very situation dependant, so in his video he was in a forest which generally yields higher FPS that when in towns and cities.

Finally be skeptical about performance posted on youtube without proof. People lie.
