Could my brand new asus z87motherboard be doa

Hi,
I just bought an i5 4670k and put it in to my z87-c from asus. I also installed my gpu and ram and ssd and my wifi card. I pressed the on button and the CPU fan revs to full but then it slows down and stays on spinning slowly. Nothing comes up on the display and none of my other case fans spin up (accept for my psu fan). I took out the gpu and wifi card so I could try to turn it on without them and the same thing happens also gpu fans didn't spin.
Do you have any ideas why this would happen?
I think the motherboard is doa.

I have a asus z87-c
Intel Core i5 4670k
Gigabyte r9 270k
Antec high current gamer 520w
sandisk extreme plus ssd
gskill xjawz 2x4gb
cpu is in the socket using the stock cooler i put the gup in the top x16 slot and pluged the power into it and its fans didnt spin.
I dont want to remove the heatsink and fan because of the thermal paste but if i really need to i will.

When I brought my mother board to the computer store they removed my ram and put theirs in and it worked so they put my ram back in and it worked so I don't know what happend
