Pretty sure my i5 3470 is bottlenecking my XFX R9 280x

So ever since I received the 280x I have been having some serious performance issues, most noticeably is very demanding games like Battlefield 4, Crysis 3 and FarCry 3. I have been noticing all of the symptoms of a bottleneck, like the FPS staying the same, or barely changing, after changing the graphics settings, sometimes drastically. Also whilst playing BF4 and activating perfoverlay.drawgraph 1 I see that the CPU line is jumping all over the place. Now I know what you are going to say, " The I5 is a very powerful processor and should not bottleneck..." or even say that I should look to see if I have updated the drivers. I have literally done everything people have suggested to me and nothing has worked, so I have come to this accusation. Of course I would love to be proven wrong, does anyone have a similar setup that is working well? Any solutions? Please I am lost.

What is your FULL setup?

Including exact power supply please.

What "serious performance issues"?
How are you measuring performance?

Ok, maybe over exaggerated when I wrote 'serious', but I am getting significantly less FPS in practically all games compared to MULTIPLE online benchmarks, the main ones being Battlefield 4, Crysis 3, FarCry 3 and Batman Archam City. In all the games I am getting 10-40 frames below the average on the benchmarks with the same settings.

How about provided precise results for each case?
Remember to add ALL settings you have in game and the resolution you game at.

All 1080p

Battlefield 4 Ultra
Fps 60--80 on smaller maps like operation locker
Fps 40-50 on larger maps like paracel storm

Crysis 3 Setting- high
Texture high
AA 1x smaa
fps 40-50

Batman Arkham City
Detail settings very high
AA 8x MSAA
Directx 11 feature off

fps 60

Farcry 3 Ultra
no AA
SSAO
45- 50 fps

Keep in mind that these results only change a little bit when changing the settings, even drastically.

looks normal to me. i have a sapphire 280x and the fps for crysis 3 is about that much.
