No. That's a PSU-shaped object, entirely unfit for purpose. I'd be surprised if it is capable of 400W, and even that may not be clean.
A PSU is not the place to skimp, as the health and stability of your entire system depends on it.
A Rosewill Capstone or XFX Pro-series around 550W are probably your most economical options. There's a 650W Earthwatts that may not be too expensive either.

I will recommend that you steer clear of that unit. I could find very little information about it and then I came across this statement from JDResearch (the manufacturer) about the Shark series "Whether you are building an inexpensive system..." found here http://www.jdresearch.com/company_profile.htm#history the use of "inexpensive" in marketing terms literally can mean "expendable" or "disposable". They themselves recommend the "High Power" power supplies for "commercial and industrial application as well as high end PC workstation and gaming systems"
Quite frankly, you aren't going to find anything of quality in that price range near 700W

Meh. I'm not a fan of the Corsair CX; it is made with inferior Samxon capacitors that don't like heat and tend to fail early. If you get this one, make sure it gets decent airflow through it, and possibly plan on replacing it in a year or so, just as a precaution.
