Okay so I am using a public network that has a web filter, I could use a proxy to bypass the filter. Now, could I use a VPN to my home network to accomplish the same thing?
Yes that is the common way to get past the restriction. Most web filters know very well that you can use proxy and vpn and so they tend to block those sites also. The only way to get around them is to use a private vpn they would have no way of knowing existed. You of course are going to need to run over ssl/tls to get it though since they likley will block pptp and l2tp vpn types. China has even figured out how to detect openvpn that normally can get past most filters. Seems openvpn is not 100% compatible with ssl.

So if I can manage to host a VPN on my home computer, I can connect to it using my iPad at the airport or something?
That you can do for sure they seldom limit you on vpn for normal business, openvpn will be the easiest to use. I figured you were trying to bypass some of the restrictions some countries place on you which tends to be hard to bypass since they too know all the tricks.
