PCI Express 3.0 Graphics card not working with 2.0 slot

I have a AMD A75 FCH Chipset motherboard with a 2.0 PCI-E Slot and I have checked all the solutions for my POST beeps and came to the realisation my motherboard must not be able to take it, as I have upgraded my graphics card to a 3.0 which should fit in my slot but run at 2.0's speed as far as I'm aware. I have a 600W power supply so that shouldn't matter, my graphics card is in securely, it has no problems as my other graphics card (AMD RADEON) works fine with it but it seems that the product is faulty (doubt it as the other one I bought I classed it as faulty.) I have belief it is the actual motherboard as a local technician said it's because of the slots but I read it wasn't?
 
first make sure the BIOS version is up to date! then make sure legacy mode is enabled in the pci section of the BIOS (there should be some sort of mention of this in the BIOS). if the card has all power cables powering it and the fans still dont kick in at all it may very well be defective.
 
if you need to get back into the computer cuz u cant see, make sure you connect throug VGA/DVI on the motherboard connector, do not connect through the GPU since its giving us problems. can you get back into windows then? in safe mode it should just load basic drivers at 800 x 600 resolution. FX series processor?

The technician who has been helping me said that it might very well be something to do with the legacy bios not being in safe mode or something like that, he's coming round soon to see if that's it and I will be very glad if it is but if you think there's anything else that could do this please tell ;c
