Is my PSU damn right crap? USB ports not working propperly

Basically I have been wondering about this for awhile... I don't think my grtaphics card is performing to it's max and for some reason external hardives don't work in my PC no matter which on I use.

The only working one is the one powered by a socket. Now is this down to my PSU and I have quite a beefy graphics card and I have just re-installed my OS and the problem consists. I also don't think my graphis card is working to it's max.

500 WATT ATX POWER SUPPLY.

[+] Mouse, keyboard, webcam, WIFI usb

I have a 500W Power supply.

Also regarding the USB ports. They work but when I put an extrenal hard drive in it just spins and stops like its faulty, all other USBS work jsut not external hardives.

Hmm that could be the issue, when playing games my CPU has never ever gone over 50%?

Anything to do with my CPU?
