Random fps drops in some games

Hello guys.

Lately, i've been having RANDOM fps drops in some of my games. I can run perfectly fine on some games like Burnout: Paradise, but when i play Skyrim, Batman Arkham Origins or Assassins creed 2, i would be getting 60 fps and all of a sudden it would dip down it ~45 for like half a second and cause the game to stutter. This is really annoying and i dont know what the problem could be. The system i am playing on is fairly new, built it a month ago. I have the latest drivers and everything. Also my gpu usage almost never stays at 100, even when playing a high intensity game such as Batman Arkham Origins on ultra.

System Specs:

CPU: FX-8320
GPU: R7 260X
Motherboard: Asrock 960gm/u3s3
HDD: Toshiba 1TB
Ram: Team Elite 8GB 1600mhz
PSU: Rosewill 630W

Please help me, i have had a lot of trouble with this system, and this is probably the last thing i need to fix. Could it possibly be dirextx, or openGL? Also when playing my gpu usage is a little bit spiky in the games i get fps drops in. In Burnout: Paradise, i get a solid gpu usage. But, with those games, my gpu usage wouldnt be solid, it would fluctuate often. The cpu core clock would follow the same pattern as the gpu usage, but they arent major spikes. I am using GPU-Z and MSI Afterburner to monitor these.

I tried that before but it didn't help , Im also sure that the CPU isn't throttling, or bottlenecking the card. This problem has really stumped me, I even tried a clean install of the drivers and windows 7 and windows 8.1.
