Does the processor matter on high end Graphics cards?

Is there any difference in FPS with a rig with a high end card (like a titan) with a high end processor versus a rig with a titan and a low end processor (like an i3)

Can any explain this to me? Does the processor matter at that high end point?

Keep in mind we are talking about playing games like BF4 and Crysis 3 on Ultra everything.

Processors and RAM can bottleneck your GPU. I use a 4.5 ghz 8 core CPU and a GTX 460. (Yeha, a 460, I'm cheap) It really depends on the speed of the CPU and RAM. If you have a slower CPU and not enough system RAM to hold the excess data processed by your card, you will lock up your system. I used to use my GTX on a 2.13 ghz dual core with 3gb of RAM. 336 cuds cores in not much by todays standards, but the card would lock my system up....completely. I would recommend a high-middle end CPU. If you are looking for cheap one, I would tend to say AMD. If you have a massive budget, go for an Intel. I use an AMD FX 8350 with a Corsair H50. CPUs matter a lot as they will slow down a high end GPU. CPU has to process the information coming from the GPU so if the cpu cannot keep up then the GPU will perform only as much as the CPU allows it to. CPU and GPU performance should be matched together for best results.
