Low memory clock speed on GTX 780 TI

I have a Gigabyte GTX 780 TI that is supposed to have 7000 MHz of memory clock. However, using the program GPU-Z, I only have a memory clock of 1750 MHz.

I tried using the Gigabyte motherboard's overclocking program ET6 in order to increase it to 7000 MHz, but the screen automatically freezes every time and I have to restart it.

Plus now I can't enter BIOS after attempting to OC my GPU..

It's perfectly fine. It has a memory clock of 1750MHz which is an effective data-rate of 7000 MHz / Gbps.

My Asus R9 280x DCUII has a memory clock of 1600MHz - which is an effective data rate of 6400 MHz / Gbps.

It's possible you fried your GPU trying to set the memory to such a high frequency. Try to clear the cmos on the motherboard, but if that doesn't help you may have to go through gigabyte and try to get an RMA for the card.
