Outrageous Idle GPU Usage

Out of nowhere, my MSI 7790 1GB has just had absurd idle percent usages that flatline at 100% and cause tremendous lag in all of my games. This happened yesterday, literally spent all day attempting to fix it and to no avail. I don't think it's CPU related as CPU load/temps are normal. I have no idea what could be causing this. When I boot my computer it's fine with a few spikes, but then after several minutes it shoots up to 100. There's nothing to my knowledge in task manager that could be causing this. I have been overclocking my card but that has never presented any problems (have had it for about 2 months now with no such issue). I have run a full system scan, Norton Power Eraser, cleaned out my registry, run sysprep, just literally everything. Any and all help will be appreciated.

CPU: AMD FX-4300
GPU: MSI Radeon 7790 1GB
RAM: 8GB
PSU: 500W
Motherboard: ASRock 960GC-GS

check your boot drive for x:\tempory or x:\temp, and see if you have an app callled IEhigh or somthing very similer. If so get rid of it.

If not go straight for a format and reinstall before your card dies.
