What's your PING/Latency in European Servers?

Ok, guys, I am here, asking this questions from Indians gamer coz i am thinking to change my broadband plan.
Since i am living in a town and only BSNL (GOVT. OWN) is the only ISP here. So forcefully, I've to go with that ISP
I will upgrade my plan to ULD 900, and according to them, they' are saying that they will provide me a
Download speed of 4 Mbps (not 4MBps) and
Upload speed of somewhat 0.7 to 0.8 Mbps (which means approx speed of 90 -110 KBps)
and a Ping of (60 - 99ms).
I know guys, that upload speed doesn't matter, the only thing that i have to notice is the ping/latency of the server.

So guys, here is my question: Will i be able to get a ping of *(below 150ms) on European servers, so that i can play online games like BF3 with my European Friends (Like with my Finland's friend)???
Please help me guys...

What's your current plan?

Can you do a traceroute to the game server?

no buddy, i mean, Still I've not upgraded my BB plan and that's why i am here asking that will i be able to get a ping of below than 150 ms....
BTW, what do you think, is 150 ms is sufficient for a smooth gameplay in online gaming?

I'm not sure; I don't do much multiplayer stuff.

I'd like you to do a traceroute because it's only the link between you and the rest of the internet that could be impacted; a plan change won't make a difference to the rest of the path.
