go to another computer and download the xp iso file then burn it to a disk or put it on a usb and make it bootable, make sure you get the correct version eg. 32bit xp and the service pack you want

To make a USB bootable drive go through the link ---> http://www.wikihow.com/Make-a-USB-Bootable
You will find the method for XP, it is quite simple
Also make sure that you have enabled USB as the 1st boot device on your BIOS, in few mobo you may have to enable Legacy USB Controller under peripherals. Once you have created it you can boot PC using the Bootable USB drive and then repair OS.

^+1 I would suggest doing a fresh re install to clear the systems cache files and remove any bugs or problems fully and a fresh reinstall will speed up the system

File errors often point to hard drive issues. Before trying to simply run a repair setup of XP, you may want to do a disk check on the system. There may be a utility in the BIOS for this, maybe a downloadable boot disk from the vendor or from the hard drive manufacturer.
