FX 8320 + GTX 760, poor FPS?

I have a Gigabyte GTX 760 paired with an AMD FX 8320 and 8GB of RAM. At 1080p in Far Cry 3 i average 20-30fps and in Arma 3 i average10-15. These poor frames have only occurred recently (in the past 3 days) and as far as I know, I haven't installed any new software .etc. I have updated and re-installed my drivers but to no avail, all answers are appreciated, thank you.

Install MSI Afterburner (or a program like it), and get in-game monitoring on screen. Look at your graphics card's core speed, GPU usage %, memory speed, memory usage, as many things as possible. Afterburner should also show CPU usage and the like as well, look at that, check everything's working alright.

Are drivers up to date? Silly question but it happens...

I used MSI Afterburner and found that I'm only using 40% GPU Power, despite having the power target set to 108. Any ideas on how to fix this? Oh and as I have stated, my drivers are up to date.
