Moving OS to SSD

i dont know how to do this safely do i just move files over do i have re install my OS?
i really dont know how to do it safely without messing up my profile

You can re-install steam games once you re-install the SSD. Just make sure to access steam from the same email you bought those games for.

oh thank god i always though they restricted it to one directory due to pirating problems and coping game files is there a set guide to setting up a second directory or like a steam file mover or something because i dont have the internet connection to be able to download games to my ssd everytime i wana play them

Usually when you buy and install them or re-install games, they will ask you where you want to save it on your computer. They don't automatically install it into one place.

You can't do that. You will just have to save them either into the SSD or HDD. To access the boot menu it is usually F12 (for most motherboards) unless you are referring to the Bios Menu.
